Tier 07 is calibrated on European public procurement 2024–2026, where the mid-segment — the one reachable by a specialist integrator — sits at €12–40M, not at exascale. High volatility on GPUs and memory — firm quotes are valid for 30 days. Final pricing on request.

Complete facility (structure + MEP), excluding VAT; includes the grid connection, excludes land and IT equipment. Cost per m² is measured against gross built area, not white space — the international $600–1,100/sq ft benchmark is also on gross area, and applying it to the technical floor underestimates the budget several times over. In a small-scale HPC centre the gross-to-white-space ratio reaches 9:1, because plant rooms, UPS, batteries, generator and suppression do not shrink. Below 1 MW, the €/MW metric loses its meaning: the same fixed costs do not fall in proportion to power, and a 0.3 MW facility ends up at ~2.7× the per-MW cost of a hyperscale build. Calibrated on a real project: a 300 kW IT hall built to Tier III standard with liquid cooling, in a ~1,800 m² building, lands at €5.5–8.7M for the facility. Figures are on a July 2026 basis; Romanian construction costs are rising ~10% a year, so facility quotes are issued with 60-day validity and an INS indexation clause. A 20–30% premium applies in Bucharest / Cluj versus secondary cities.
Five real configurations, with the full budget.
